John LoCicero is a principal in the consulting firm of LoCicero and Tan, Inc. 
From 1978 to 1990 John LoCicero was Special Advisor to Mayor Koch. Before that, he held elected office, as District Leader in Greenwich Village, where he served as campaign manager for Ed Koch’s Congressional and Mayoral campaigns. In his capacity as Senior Special Advisor to former Mayor Koch, he participated in the formulation and acceptance of the City’s budget package in the City Council and the Board of Estimate. As City Hall’s chief liaison to political, community and religious groups, Mr. LoCicero was directly responsible for the Community Assistance Unit and the Mayor’s “Town Halls” held throughout the city.
